You should use an adhesive type caulk. and use silicone caulk in the grout lines. The wood will expand and contract and the tiles wont so you need to keep your adhesion flexible to keep the tiles from falling off. If you use adhesives like liquid nails or PL 200 type adhesives, they eventually dry and harden into a brittle type of adhesive that will crack and fail upon expansion and contraction. Just as ordinary grout would. There is a huge difference between tiling a coffee table (high and dry indoors) and a planter box that goes between high and low moisture conditions. You have the advantage that since these are tiles that won't get a lot of standing water on them, painting is an excellent alternative to replacing them.
