Q. I know that municipalities can include cities and towns by definition but are counties municipalities as well? If municipalities are not allowed to pass bsl (breed specific legislation), would counties still be able to pass bsl?

A. In general, a municipality is an "inhabited place", e.g. a city, town, township, village, etc; a county is a "second-order administrative division". In some countries they may be, but not in the U.S. See the source for details by country. "In the United States, the entities that have status as a municipality vary from state to state. Cities, towns, boroughs, or villages are common terms for municipalities. Townships, counties, and parishes are not generally considered to be municipalities, although there are exceptions. In some states, towns have a non-municipal status similar to townships. Likewise, some townships have full municipal status."
